Test America Back To Work
I have advocated aggressive testing over the past month, but with the recent developments where practically all states have issued stay-at-home orders, I think it is time to re-calibrate the nation's response.
I call on the President and all Governors to initiate mandatory testing of all people age 16-29 to receive a serology test for the COVID-19 antibody effective immediately. This simple blood test will show whether the person tested has had the virus and recovered, or not.
For those who have had the virus, the presence of antibodies in their blood indicates that they have developed an immunity to the virus. For all intents and purposes, they are now immune to COVID-19.
All who test positive for the antibody will be entered into a national database by SSN. Employers and authorized users will be able to verify immunity. Additionally, the individuals will be issued a nationally recognized picture ID card. This card will certify that they can work and they can gather in groups without fear of infecting or being infected. This cohort would give us immediate access to workers which can safely go back to work and can also go out and PLAY and EAT.
As an incentive to get the test and to go back to work (or not fear going to work), the holders of the ID card will be relieved of paying their portion of the "payroll" tax until January 1, 2021. This would amount to an over 6% pay bonus. Not bad wages for a finger prick.
Once the younger cohort has been tested, those between the ages of 30-39 would be next. The same terms and conditions would apply. Soon thereafter, 40-49 would be tested.
With all of the money being thrown around to defeat this virus and to ward off the toxic effects the quarantine is having and will have on businesses, the expense of testing millions of people in a very rapid time frame will be well worth it. This bold action could save our economy from ruin.
Let's get moving and let's share this plan with anyone who will listen. This idea won't just flatten the curve, it will trample it!
